Looks good, could not get the caps on the pedal shafts

Purchased this tractor for my great nephew. It arrived on time, but my niece & nephew-in-law could not get the metal end caps on the pedal shafts, so my great nephew has not been able to ride it yet. Sounds like a poor design to me.
